ALR Boundary Reviews

The purpose of an ALR boundary review is to refine the ALR boundaries in a particular geographic area so that they encompass land that is both capable and suitable for agricultural use.

Responsibility for revising the ALR’s boundaries rests with the ALC. This role, which the ALC may exercise proactively by way of boundary reviews, is linked directly to the ALC’s responsibility to preserve agricultural land. A boundary review is a superior method for “fine-tuning” ALR boundaries than adjudicating hundreds of disparate applications. The ALR will have greater integrity, and fewer applications will be generated, where boundaries are proactively reviewed to assess whether land is, or is not, appropriately designated as ALR land.

Current Boundary Reviews

Notice of legislative and regulatory changes – please be advised that Bill 25 - 2016 and OIC 508/2016 amended the Agricultural Land Commission Act (ALC Act) and the ALR Regulation with respect to Boundary Reviews.

Specifically, on completion of a public hearing for the purpose of s. 29(2) of the ALC Act, if the ALC intends to exclude land from the ALR, the ALC must send a notice of the ALC’s intention to the landowner(s) of the land/property. Due to the nature and timing of these changes, the current ALR Boundary Review Projects were temporarily delayed while ALC staff prepared the required notification documents.


Regional District of East Kootenay (Electoral Area E)

The ALC is reviewing the ALR boundaries within Electoral Area E in the area generally described as Kimberley to Skookumchuck.

A public hearing was held by the ALC on November 19, 2015 at the Wasa Community Hall.

Notice of the ALC’s intention to exclude land under s. 29(1) of the ALC Act was sent via letter to every landowner whose property was identified for exclusion in the ALR Boundary Review Project within Electoral Area E on Wednesday, February 8, 2017.

Be advised that landowners residing in the Meadowbrook area in Electoral Area E (see the “Map Areas” link below) with property previously identified for review in the ALR Boundary Review Project were not sent a notice letter on February 8, 2017 as this area is currently undergoing further review throughout spring/summer 2017.

Regional District of East Kootenay (Electoral Area B)

The ALC is reviewing the ALR boundaries in Electoral Area B in the area generally described as Jaffray to Grasmere.

A public hearing was held by the ALC on November 18, 2015 at the Jaffray Community Hall.

Notice of the ALC’s intention to exclude land under s. 29(1) of the ALC Act was sent via letter to every landowner whose property was identified for exclusion in the ALR Boundary Review Project within Electoral Area B on Wednesday, February 8, 2017.
